Community Governance Review

As part of their statutory Community Governance Review of all parish meetings and councils across the district, Harborough District Council (HDC) carried out a consultation on the administrative grouping of Kibworth Beauchamp and Kibworth Harcourt parish councils. The consultation period ended on 14 December 2012.

In view of the significance of the proposals, a parish poll of the electorate in each parish was conducted by HDC on Thursday 10 January 2013. The poll for residents took place in Kibworth Grammar School Hall between 12 noon and 9pm.

The poll results from 10 January 2013 were:
Kibworth Beauchamp: YES = 549, NO = 84
Kibworth Harcourt: YES = 91, NO = 211.

What happens next?

The Community Governance Committee met on 15 January 2013 to consider responses to the detailed consultation and the results of the Parish Advisory Poll that was undertaken in Kibworth Beauchamp and Kibworth Harcourt and to formulate their final recommendations to Council.

Recommendations from Committee: Because the two parish polls gave different results, the Committee agreed to leave the two parish councils separate, i.e. status quo, but to reduce the number of councillors on Kibworth Beauchamp Parish Council from 13 to 12; this means a quorum will now be 4 instead of 5. The number of councillors on Kibworth Harcourt Parish Council remains at 6. They also agreed that all properties on Dairy Way should be wholly within Kibworth Harcourt parish, thereby moving the boundary between the two parishes.

Council considered and approved these final recommendations on 21 February 2013 and a Reorganisation of Community Governance Order will be made under section 82 of the Local Government and Public Involvement in Health Act 2007 to bring the changes into being.
